Duties
This position is located in the Human Resource Management Division, Personnel Director's Branch, Staffing and Employee Relations Section (SERS), Bureau of Prisons (BOP), Washington, D.C. Responsible for planning, developing, and administering staffing programs for the BOP. Provides guidance to HR Specialists in field institutions, Central Office, regional offices and other key management officials. Adjudicates staffing issues that are precedent setting, involve national policy, or are of a key nature organizationally. Reviews tentative OPM qualification standards, anticipating their effect on prison positions and provides comments on related OPM and DOJ proposed issuances which have national impact

How Do I Qualify for this Position?
To be considered for the position, you must meet the following qualification requirements:
Education:
There is no substitution of education for specialized experience for this position.
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience and knowledge of the concepts, principles, and practices in staffing, recruitment and merit promotion procedures.
Knowledgeable and well versed in the application of Title 5, United States Code; 5 CFR; Office of Personnel Management regulations; Department of Justice Orders dealing with personnel management; the Comptroller General’s Civilian Personnel Law Manual; National Finance Center manuals for personnel and payroll processing systems and the Federal Bureau of Prisons Human Resource Management Manual.
Experience in developing policy, providing expert advice in an area of correctional specialty, or to provide guidance, direction, supervision, advice and/or evaluation for a program or programs in correctional facilities.
Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.
