Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Associate Director For Administration, Finance Division, Financial Systems Branch, Sterling, VA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Develops and implements procedures, guidelines and standards related to collections, receivables, and financial system processes. 2. Serves as the financial expert on collections and receivables. Provides guidance and responds to questions from program officials and others on financial management policy and procedures. 3. Advises management on changes to practices and procedures, redesign of reports, or data consolidation to improve operations and internal controls or reduce costs. 4. Advises management on the redesign of work operations and master data needed to successfully adapt to changes in legislation, regulations, standards, and reporting requirements. 5. Coordinates the resolution of accounting and financial problems and system issues arising from such factors as changes in legislation, regulation, and standards. 6. Establishes and maintains funds management and project systems master data and validation and derivation tables affecting numerous integrated functional areas. 7. Represents the bureau on Departmental teams and work groups and in discussions with other DOI entities and other Federal agencies on accounting/ financial issues and systems solutions. 8. Maintains an ongoing liaison with program offices, payroll office, Department of Treasury, employees, and customers to resolve collection and system issues and to provide assistance. BSEE has determined that the duties of this position are suitable for telework and incumbent may be allowed to telework with supervisory approval. Salary Information Salary Range Information: GS-13 Sterling, VA $117,962 (step 1) to $153,354 (step 10) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND (2) Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Applying accounting principles, standards, and practices to identify, analyze, and resolve accounting/financial problems and to complete accounting and financial analyses; 2. Experience with Pay.gov and Systems Applications and Products ERP Central Component (SAP ECC) with emphasis on funds management and general integration; 3. Experience in detailed reconciliation of accounting data from other systems (e.g. payroll, G-Invoicing, Pay.gov) that interface with or uploads to the financial system to ensure that the financial system is accurate and updated accordingly; AND 4. Participating actively in Departmental teams to improve processes and procedures and implement government directives. Must meet all.
