Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of Administration, Finance Division, Financial Systems Branch in Sterling, VA.
The incumbent for this position will serve as the Supervisory Systems Accountant. The Branch provides financial systems support to both BSEE and the Bureau of Ocean Energy Management (BOEM) program areas on a nationwide basis. Also, serves as the Deputy Finance Officer and the Financial Business and Management System (FBMS) bureau lead.
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
Represents the Finance Officer at DOI level policy and working groups and partnerships and in discussions with DOI entities and other Federal agencies on accounting and finance issues as well as FBMS.
Assists in executing the overall financial management program for the Bureau on a nationwide basis.
Supervises and directs a staff of professional accountants and technical personnel engaged in financial systems support, including senior level accountants and financial analysts as well as the FBMS Security Point of Contact and the FBMS Training Coordinator.
Manages and controls access to FBMS for all BSEE and BOEM users. Ensures the assignment and completion of appropriate training based on user roles requests.
Serves as the FBMS bureau lead:
Develops project schedules to track resources to ensure sufficiency.
Directs bureau staff, assigning work and managing schedules.
Oversees all aspects of the deployment including testing, user acceptance, training, and reports.
Reviews and assesses new laws, regulations applicable to Federal business practices to identify impact to the Bureau's business practice as related to the operation of FBMS.
Assesses the impact of any FBMS-related changes (policy, procedural and/or system). Consults as needed with Bureau subject matter experts and ensures appropriate staffs are cognizant of the changes and are included in the decision-making discussions.
Routinely briefs senior executives and other senior management on deployment and system status.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
GS-15: $163,964 - $191,900

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

(2) Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Providing oversight of day-to-day implementation and operational support activities (e.g., providing guidance, resolving system issues, recommending corrective actions, reviewing system solutions); AND
2. Providing substantive input into the development, evaluation, and enhancement of financial management system; AND
3. Developing management strategies, policies, procedures, and practices to improve the overall financial management of an agency or organization; AND
4. Knowledge and experience with the use of Systems Applications and Products ERP Central Component (SAP ECC) including funds management, accounts receivable, sales and distribution, labor, security, and general integration; AND
5. Managing and evaluating work performed by subordinates.
