This position is located Office of the Chief Human Capital Officer, Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment and transition of human capital services for VACO staff offices from the Veterans Health, Veterans Benefits, and National Cemetery Administrations. This is a developmental position with the primary responsibility to provide Recruitment and Placement services for VACO staff offices.
Duties
This is a developmental position. At the GS-7, GS-9 and GS-11 grade levels, assignments given may initially be of limited phases but will increase through the full range of tasks as the incumbent acquires skills and knowledge through on the-job training and formal training. At the full performance level of GS-12, major duties include:
Serving as a recruitment and placement specialist providing a high level of program support in the staffing, recruitment, and pay administration, and onboarding program areas.
Using USAStaffing to post jobs, review qualifications, adjudicate Veterans preference, issue certificates of eligibles, and onboard new hires.
Developing and applying recruitment and placement processes, rules, regulations, and laws and suggesting changes and new methodologies to management.
Providing managers and employees with information and interpretations of HR policies, procedures and guidelines.
Reviewing new or proposed HR policies, procedures and guidelines and makes recommendations to management on the need for changes in existing policies.
Executing special recruitment programs to attract well qualified candidates for positions where applicants are in short supply, utilizing imaginative approaches and simultaneous searches for candidates from sources outside the existing work force.
Promotion Potential: The selectee may be promoted to the full performance level (GS-12) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

GS-7 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: experience assisting HR Specialists with the onboarding of new employees; responding to applicant inquiries regarding procedures for completing applications, status of job announcements, and hiring procedures; assisting HR Specialist by maintaining automated databases to track information and extract data.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of 1 full year of graduate-level education from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Bachelor's degree with Superior Academic Achievement: SAA is defined as (1) cumulative GPA of 3.0 or higher out of a possible 4.0 for all completed undergraduate courses, or those completed in the last 2 years of undergraduate study; (2) GPA of 3.5 or higher out of a possible 4.0 for all courses in your major field of study, or those courses in your major completed in the last two years; (3) Rank in the upper one-third of your class in the college, university, or major subdivision; or (4) Membership in a national honor society (other than freshman honor societies).

Combination: Applicants may also combine education and specialized experience (listed above) to qualify at this level. You must have an combination of specialized experience and education beyond 4 years of under-graduate level education earned.
GS-9 Qualifications:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-7 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: answering routine questions related to human resources recruitment and placement concepts, principles and regulations; performing onboarding duties; processing associated personnel actions using automated systems; assisting in delivering new employee orientation.

Education: A Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or a LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
