This position is located in the U.S. Department of State, Bureau of Global Talent Management, Office of the Executive Director, Office of Technology Services, Systems Oversight Division (GTM/EX/OTS/SOD). OTS develops the technology solutions that enable GTM to recruit, retain, sustain, and empower a diverse talented workforce.
Duties
Serves as program manager, advisor, coordinator, and technical expert in all phases of Foreign Service Personnel Processing.
Develops comprehensive strategies to manage the workload and reviews unusual, complex, and high priority cases to ensure consistency with program regulations and policies.
Plans and carries out the full range of supervisory responsibilities over the Foreign Service Processing Branch.
Deals with substantial policy issues and maintains close working relationships with technical specialists within other HR (Human Resources) functional areas.
Leads HR teams to develop and evaluate new or revised Department policies, procedures, and regulations to supplement existing Civil and Foreign Service federal personnel guidelines and/or improve the effectiveness and efficiency of HR operation.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience applying knowledge of federal regulations and policies governing personnel actions for Civil Service (CS) and Foreign Service (FS) employees to the use of Global Enterprise Management System (GEMS) to perform personnel processing for CS and FS staff, such as corrections, cancellations, resignations, and promotions and ensuring compliance and accuracy during processing activities.
Experience advising HR specialists and employees on the implications, processes, and eligibility criteria for advanced HR programs to include leave without pay (LWOP), including its impact on benefits and employment status and how to process personnel actions.
Experience communicating HR policies and procedures and developing comprehensive communication strategies to convey HR system policies and changes to diverse audiences, ensuring clarity and understanding across all organizational levels.
There is no substitute of education for specialized experience for the GS-14 position.
