This position is responsible for administering Controlled Access Programs. It is located within the Executive Support Operations Branch, Analytic Advancement Division, Office of the Deputy Under Secretary for Analysis (I&A), U.S. Department of Homeland Security. The mission of I&A is to provide a full range of synchronized intelligence to support the Secretary and Department, as well as DHS partners and customers to protect the Homeland.
Non-BU: This is a non-bargaining unit position.
Duties
As a Intelligence Operations Specialist, GS-0132-12/13, your typical work assignments may include:
Manage and administer sensitive programs throughout the Department in accordance with IC and ODNI regulations, which includes implementing policies, procedures, standards, guidance, instructions, and protocols relating to all aspects of special programs, including access requests, information sharing, safeguarding, security, handling, and processing.
Identify and research requirements, directives, intelligence databases, and various ancillary sources to gather and disseminate intelligence information in support of ongoing or emerging intelligence program or project requirements.
Ability to study trends and changes in the subject-matter field resolving most of the conflicts that arise, integrates and coordinates the work of others as necessary, and interprets policy in terms of established objectives; keeps the supervisor informed about progress, potentially controversial matters.

Requirements
- You must be a U.S. citizen to apply for this position.

- You must submit to a pre-employment drug test. This is a Testing Designated Position (TDP) and is subject to random testing.

- May be required to regularly support 24/7 watch operations requiring irregular work hours from a variety of locations throughout the National Capital Region.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, and/or 24/7 shift schedules, and/or on-call and standby duty status.
- Overnight Travel of 1-5 nights per month may be required.
- Must obtain and maintain a Top-Secret clearance.
Qualifications
Specialized Experience GS-12
You qualify for the GS-12 grade level if you possess the specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent private sector experience, performing duties such as:
Consults with the supervisor or assigned Senior Officer before advising higher-level management of the agency.
Assists higher graded personnel in providing advice and guidance to senior management of DHS on controversial matters that can affect the agency's mission accomplishment.
Specialized Experience GS-13
You qualify for the GS-13 grade level if you possess the specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent private sector experience, performing duties such as:
Identifying information needs for a wide range of customers, up to and including senior leadership.
Serving as the primary liaison to share and receive intelligence.
Gathering and disseminating intelligence information in support of ongoing or emerging programs or projects.
Undertaking diplomatic and sensitive communications with various stakeholders.
Preparing and presenting intelligence briefings to U.S. government personnel, up to and including senior leadership.
Implementing and enforcing security requirements for assigned programs.
Developing and providing recommendations to inform Branch and Division decisions and operations.
Addressing inquiries and requests for information.

Substitution of education in lieu of specialized experience may not be used for either grade level.
