THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Theater Aviation Sustainment Maintenance Group (TASMG), Groton, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTARNG. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTARNG.

Duties

This position is located within TASMG Projects and may be extended or terminated at the discretion of the TASMG Commander. JOB SUMMARY: The primary purpose of this position is to maintain, troubleshoot, repair, modify and test aircraft engines within the Aviation Classification and Repair Activity Depot (AVCRAD). The AVCRAD is an industrial facility that provides sustainment base maintenance in support of regional Army National Guard (ARNG) Aviation assets and supports field maintenance in accordance with ARNG Aviation priorities. The AVCRAD maintenance activities ensure aircraft of the region are ready and available to support Federal and State missions. In addition, the AVCRAD performs National Maintenance Program (NMP) repair of rotary wing aircraft and components, limited depot airframe repair, aircraft painting, major airframe repair, depot-level component repair, and component repair and management, as directed by Army Materiel Command (AMC), and prioritized by the National Guard Bureau (NGB). NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Troubleshoots and diagnoses malfunctioning engines utilizing all available test equipment to determine degree of disassembly, repair, modification, and adjustment needed. Performs periodic and special inspections on engines. Performs engine trim in accordance with applicable directives. Must have knowledge of applicable technical manuals and other publications pertaining to aircraft engines such as Electronic Technical Manuals (ETM) and Information Logistics Systems (ILS). Acquires and maintains currency and proficiency on test equipment and procedures in support of modernized aircraft. WORKING CONDITIONS: Works indoors and outdoors in inclement weather and on icy, wet, and slippery ramps, aircraft surfaces, work stands and engine test stands. Subject to hazards from toxic fumes, high pressure air and fluids such as aviation fuels, lubricants, hydraulic fluids, high levels of noise and blast from turbine, turbo-prop engines, and auxiliary power units.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Must meet Compatible Military Assignment within one year from placement.
  • Wear of the military uniform is mandatory.
  • Direct Deposit is mandatory.
  • Must be able to obtain and maintain a secret security clearance.
  • Must possess a valid state drivers license.

Qualifications

GENERAL EXPERIENCE: Experience or training that has provided the ability to perform assembly and disassembly operations and make prescribed modifications to aircraft engines, engine assemblies, and accessories in accordance with technical specifications, procedures and requirements. Experience or training using hand and power tools common to the trade. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 6, 12 or 18 months of specialized experience in the following: WG-05 REQUIRES 6 MONTHS: Experience using common hand tools in making repetitive mechanical repairs under close supervision. Experience which demonstrates the ability to perform the simpler and routine duties of the trade. WG-08 REQUIRES 12 MONTHS: Experience or training removing and installing components and accessories with detailed guidance. Experience in following detailed instructions in making minor repairs and modifications to aircraft engines, subassemblies and components. WG-10 REQUIRES 18 MONTHS: Experience or training performing standard, routine assembly and disassembly operations and making prescribed modifications to aircraft engines, engine assemblies, and accessories. Experience or training performing maintenance overhaul, troubleshooting, testing, and repair of aircraft engines, engine components, and power trains for fixed and/or rotary wing aircraft. Experience determining maintenance needed from work orders, inspection reports, historical record, and by own diagnosis. KNOWLEDGE, SKILLS AND ABILITIES: Ability to check aircraft engine components for cracks, dents, security of attachments, servicing, leakage, foreign matter, clearances, deformation and proper safeties. Ability to detect wear patterns of aircraft engines components. Ability to disassemble repair, rework and modify aircraft engines and components in accordance with prescribed procedures in TMs and other directives. Knowledge of aircraft engine disassembly practices. Ability to determine repair procedures necessary to correct defective components. Ability to assemble aircraft engines, adhering to prescribe procedures, torque valves, safety methods and clearances. Skill in the use and interpretation of schematic diagram and other technical publications. Ability to isolate engine problems by use of troubleshooting, test equipment and instruments. Ability to interpret inspection findings and determine the degree of corrective action. Ability to inspect aircraft engines to determine operational status. Ability to determine if disassembled parts are reusable. Ability to modify aircraft engines according to technical directives. Ability to conduct test of repaired components. Ability to adjust align and calibrate aircraft engines and their components to achieve maximum operating efficiency consistent with design characteristics. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Enlisted: E-1 through E-6 UNIT OF ASSIGNMENT: Any aviation unit within state SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment. This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. STATEMENT OF DIFFERENCE: Individual selected at a lower level will be issued a Statement of Difference. Predicated upon qualifications, individual could be hired at the WG-10 grade. An individual selected for this position at the lower grade will progressively be advanced to WG-10 upon achievement of required qualifications without further competition. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
