About the Position: This position is a Supervisory Human Resources Specialist with the U.S. Army Communications-Electronics Command, G-1, located in Aberdeen Proving Ground, Maryland.
Duties
Serves as a supervisor, expert advisor, and consultant to the highest level of officials and management, in the organizational segments serviced, covering all areas of civilian and military human resources management.
Advises on recruitment, staffing, classification, benefits, labor-management employee issues and all aspects of military personnel matters.
Interprets and clarifies civilian and military human resource policies, standards and procedures; developing and implementing processes or policies as required.
Prepares and presents reports and briefings on program status and planned improvement actions to key officials and management.
Plans, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Temporary Duty (TDY) up to 10% of the time.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
- This position requires the incumbent to obtain and maintain a secret security clearance.

Specialize experience: One year of specialized experience equivalent to at least the NH-03/GS-13 grade level in the Federal service which includes 1) Manages all aspects of military human resources; 2) Manages a wide spectrum of civilian human resource programs to include realignments/reassignment/reorganization, labor relations, human resources customer support, permanent change of station, civilian recruitment and retention, and/or anti-harassment; 3) Reviews and evaluates the effectiveness of assigned program policies and practices through reports, conferences, on-site staff visits and other contacts with subordinate offices; 4) Assures that all policies and regulations are fully supportive of mission requirements such as Affirmative Action and EEO program objectives; and 5) Develops policies and standard operating processes.
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS-14 grade Step 1 to the highest equivalent GS-15 grade step 6 in the broadband. The salary for this NH04 position is $139,395 to $191,289 including locality at the rate of 33.26%. Management will set the selectee's pay for this position within the salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
