About the Position: Incumbent will be part of the U.S. Army Communications-Electronics Command (CECOM), G1, Military Personnel Division team located on Aberdeen Proving Ground, Maryland. CECOM is a major subordinate command (MSC) of the U.S. Army Materiel Command, with a global mission to research, develop, acquire, field, and sustain advanced communications and electronics systems for the Army. CECOM has a workforce of approximately 6,500 military and civilian employees located world-wide.

Duties

Incumbent will serve as the Human Resources (HR) Specialist (Military) responsible for planning, monitoring, and implementing military personnel strength management. Manage military personnel (enlisted/officer) strength within the organization, coordinating with subordinate organizations/activities, the installation military personnel division, higher headquarters, and the U.S. Army Human Resources Command (HRC). Maintain current and projected unit strength data, gathering input from and ensuring input to reports, utilizing military HR personnel databases such as the Integrated Personnel and Pay System - Army. Monitor status of current and projected vacancies and propose assignments of military personnel based on proper utilization, mission, and individual professional development needs. Coordinate with senior leadership and subordinate activities to analyze known and projected changes in mission, workload, and other factors to prepare, staff, and submit recommended changes to the TDA . Coordinate with Senior Acquisition Leadership to conduct the annual Managed Acquisition (MAPL) and with the Acquisition Management Branch to complete the Annual MAPL Review. Manage the Command’s Active Duty for Operational Support (ADOS) and Personnel Force Integration (PFI) programs. Incumbent will provide information, data, interpretations, explanations, and/or analysis needed to fully respond to inquiries about the selection/promotion processes for both officer and enlisted personnel. Incumbent will provide technical advice, guidance, and customer support for the full spectrum of military HR programs to include, but not limited to awards, evaluations, promotions, military training, personnel actions, and strength management. Incumbent will request replacement and reassignment actions for enlisted and officer personnel based on projected requirements.

This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 5 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-03 Human Resources Specialist (Military) is $99,200 to $133,692 including locality at the rate of 33.26%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
