This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the lead for the Regional Health Command Substance Abuse Clinical Care program. Provides advisory, consultation, policy development, and direction as a member of the Regional Health Command staff.
Duties
Oversee responsibility for Substance Use Disorder Clinical Care and care delivery, plan, coordinate, monitor, and evaluate substance abuse care activities.
Participate in planning, coordination, execution, monitoring, and evaluation of the Regional Health Command -wide substance abuse programs.
Oversee the following services: information, referral, assessment, treatment, and follow-up services for individuals with personal, family, social, emotional, physical, financial, and other problems related to substance abuse.
Participate in meetings related to regional clinical policy development, quality assurance, and program evaluation.
Make periodic site assistance visits to Regional Health Command Behavioral Health Clinics to review program implementation and compliance and provides guidance and assistance to the Military Treatment Facility.
Coordinate overall Regional Health Command substance abuse responsibilities in the areas of clinical practice, training, credentialing, licensing, and standards of performance.
Maintain contact with other Regional Health Commands, community, and private organizations to keep abreast of current research in the fields of substance abuse, behavioral health and substance abuse screening.
Attend conferences and meetings of professional and other relevant associations.
Requirements
- One year trial/probationary period may be required.
- This position is designated as moderate risk involving Public Trust (MBI) (Tier 2). Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- This position may require 20% travel.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement:
Degree: Two full academic years of graduate study directly related to professional work in counseling psychology, or a master's degree directly related to counseling psychology.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes performing professional counseling and addiction medicine treatment in support of patients with an alcohol and substance abuse diagnosis; developing comprehensive clinical treatment plans; arranging for required services with other providers and outside resources; and providing training for medical staff, commanders and key unit personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Licensure/Certification:
The Counseling Psychologist position requires applicants to possess a current, active, valid, unrestricted counseling/psychologist license from a U.S. State, District of Columbia, Commonwealth, territory, or jurisdiction.
This position requires an Independent/Clinical Social Work License (LISW/LCSW).
Education
