About the Position: As a Procurement Analyst, you are responsible for the implementation of correct policy and procedures during the contract lifecycle. You will advise personnel on acquisition and procurement matters, as well as develop and recommend solutions to the procurement process.

Duties

Serve as technical authority for ensuring Command compliance with Federal, Department of Defense, Army procurement policies, regulations and directives both prior to and subsequent to award of contracts and modifications. Analyze, evaluate, and develop acquisition solutions to requirement /contract administration/cost/pricing related problems. Provide expert acquisition advice, assistance, and policy interpretation, and procedural guidance

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification or Contracting Professional Certification within 36 months of entrance on duty.
• Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
• Business Travel required 10% of the time.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Developing command policy for Procurement/Contracting programs 2) Conducting compliance audits on pre/post award documents to assist with identifying contract cost drivers and 3) Utilizing contracting data business intelligence systems in Pre/Post Award contracting functions. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
