This position is located in the Government Accountability Office of the Chief Administrative Officer, Labor Management Group. This office provides labor relations advice and services to GAO managers and leadership. The Chief Labor Management Relations Officer serves as the liaison between the GAO Executive Committee and certain employee organizations.
Duties
As a Human Resources (Labor Relations), PT, 0201, 4, you will serve as the Chief Labor Negotiator for Headquarters and field offices. Your typical work assignments may include the following:
Develops, recommends, and implements a comprehensive bargaining strategy designed to advance and expedite human capital management and labor relations objectives.
Conducts detailed analysis of current, expired, and proposed provisions and determines impact of proposals upon operational and mission objectives.
Provides expert testimony in third party proceedings involving disputes.
Formulates and presents all-inclusive labor negotiation strategy to agency stakeholders.
Develops operational plans and schedules, interprets, and applies complex legal opinions and case law.
Works closely with senior management to formulate specific agency-wide labor relations objectives that are consistent with the GAO mission.
Designs proposals to avoid or resolve operational problems while advancing the agency's objectives.
Develop, prepare, and present the agency's bargaining position and specific proposals to representatives of the union.
Qualifications
Minimum Qualification Requirements:
One year (52 weeks) of specialized experience equivalent to the Next Lower Band, MS-1, PE-IIB, PT-III or GS14 grade level in the federal service or equivalent, (1) utilizing and researching federal regulations; labor regulations laws, regulations, Executive Orders; policies, procedures, and practices; and legal precedents and (2) working closely with senior management to formulate specific proposals to resolve operational problems.
Selective Placement Factor:
This position requires experience in serving as a lead negotiator to include negotiating for final Union agreement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
