Salary: $54 292 - 75 956 per year
Employment Type: Full-time
Serves as the primary administrative support to the Principal Engineers of the Operations Department and Engineering Department. The position is located in the Executive Office of the Commissioner of the United States Section, International Boundary and Water Commission (USIBWC) providing confidential and time-sensitive services to the Executive Staff members and managing a full scope of administrative operations ensuring efficient and effective administrative services.

Duties

Maintains the Professional Engineer's electronic calendars and scheduled commitments. Monitors and controls the flow of information through the Principal Engineers' Offices. Makes travel and related arrangements in an automated travel system. Completes travel vouchers and reports upon completion of travel. Controls and enters purchase requests into an automated system. Coordinates with contractors, vendors, and service providers. Reconciles budgetary information to monthly allocations received from the Budget Division. Performs support duties in the absence of the Administrative Specialist to the Commissioner.

Requirements

  • You must be a U.S. Citizen or Naturalized U.S. Citizen.
  • You must meet one or more criteria in the Area of Consideration section.
  • You may be required to serve a one-year probationary period.
  • You must obtain and maintain a favorable background Investigation.
  • You must maintain Direct Deposit of your federal pay.
  • You must complete and submit the required U.S. Office of Government Ethics Confidential Financial Disclosure Report within 30 days of your appointment, and annually thereafter.
  • You must be able to lift and carry items weighing up to 15 pounds, such as paper and file folders; and occasional periods of bending, stooping, and reaching.
  • Males born after 12-31-1959, must provide proof of registration or exemption from the Selective Service (see www.sss.gov).
  • You must complete and successfully pass the DHS required E-Verify employment verification check.
  • You must possess the ability to converse in Spanish sufficient to communicate with representatives of the Mexican government regarding protocols and meetings.
  • You may be required to work overtime.
  • You may be required to travel, with overnight stay, for official business up to 20% of the time.
  • You will be required to receive initial Ethics Training within thirty (30) days of your appointment.
  • You may be required to enter Mexico to carry out official agency business.

Qualifications

Qualifications must be met by 12/03/2024 Minimum Qualification Requirement: In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. In addition to the minimum qualification requirement, you must also have one or more years of Specialized Experience: For GG-08: You must have one or more years of specialized experience, equivalent to at least the GS/GG-07 grade level or equivalent pay band in other pay systems in the Federal government or equivalent experience in the private or public sector, which provides you with the knowledge, skills, and abilities to perform the duties of this position. For GG-09: You must have one or more years of specialized experience, equivalent to at least the GS/GG-08 grade level or equivalent pay band in other pay systems in the Federal government or equivalent experience in the private or public sector, which provides you with the knowledge, skills, and abilities to perform the duties of this position. Examples of Specialized Experience: applying organizational and functional knowledge to perform a variety of high-level support assignments; applying knowledge of regulations and processes of federal human, financial, and physical resources management to identify office efficiencies; applying advanced knowledge of English grammar, spelling, punctuation, capitalization, and composition to compose various communications; knowledge of federal government purchase card policies, procedures, and regulations; skill in entering automated requisitions and purchase orders into a database system; operating email or similar systems to maintain an electronic calendar for office staff; composing and preparing travel arrangements; and speaking conversational Spanish sufficient to communicate with the Mexican government pertaining to protocols and meetings.
