This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.
Duties
As a Human Capital Solutions Project Manager, you will:
Manage the HCS change management portfolio, support the successful design and implementation of business process improvements and human capital modernization at the HCS, OCHCO, and HUD-wide level for HCS programs.
Apply change management processes and tools to create strategies to support the adoption of the changes at all levels of HUD.
Complete change management assessments to improve program effectiveness of complex HR Capital programs and processes.
Identify and manage anticipated resistance because of the modifications to the HR Business Model which has a significant effect on the work performed in the office.
Identify, analyze, and prepare risk mitigation tactics. Integrates change management activities into projects plan.
Track, report, and resolve issues. Define and measure success metrics, and monitor and brief leaders across HUD on change progress.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Leading or managing multiple projects that include human capital services and change management as well as conducting, analyzing, and making recommendations to management on operations or programs.
Examples of such experience could include:
- Conducting studies, analyzing findings, and making recommendations to support human capital modernization and transformation in accordance with applicable laws, regulations, policies, and precedence; OR
- Planning, conducting and providing advice on programs, projects or studies and evaluating human capital business processes and interrelated issues of effectiveness, efficiency, and productivity; OR
- Providing advice on change management processes and tools to create strategies to support the adoption of the changes.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
