This position is in the Bureau of Diplomatic Security, Countermeasures Directorate, Office of Security Technology, Security Technology Operations Division, Overseas Support Branch (DS/STO/OSB). You will be responsible for independently managing technical security systems (TSS) installation, maintenance, testing, modification, and repair activities for the Technical Security Office’s area of responsibility and for advising posts’ management on a wide range of technical security systems issues.
Duties
Manages the installation and maintenance of various counterintelligence and counter-terrorism technical security systems (TSS).
Liaise and act as the subject matter expert between post management and Overseas Building Operation (OBO) during physical security installation and upgrades.
Serves as the senior technical advisor for overseas and domestic technical security program managers in the coordination and resolution of technical security program matters.
Serves as the Senior Technical Trainer to ensure personnel is properly trained to maintain technical security systems.
Develops and administers training plans to include lectures, hands-on, and virtual training on installation, preventative and corrective maintenance and system restoration of technical security systems.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience analyzing, interpreting, and implementing complex laws, and regulations relating to technical security systems.
Experience managing the installation and maintenance of various counterintelligence and counter-terrorism technical security systems.
Experience developing and administering training material for a technical security program (i.e. training plans, lectures, hands-on, virtual).
There is no substitute of education for specialized experience for the GS-13 position.
