The primary purpose of this position is to serve as an engineering technician in support of Joint Base (JB) installation energy management program ensuring smart investments of resources to operate facilities with a focus on Energy, Community Planning, Environmental Planning and Real Property Assets.

Duties
Performs utility contract management and coordination with metering and utility budget development.
Supports the Energy Management Program on the facility as it relates to existing facilities and systems, as well as planned improvements to reduce overall demand and increase efficiency of base operations by utilizing a professional knowledge of electrical/mechanical/civil engineering.
Coordinates with Operations and Programs Flight on energy-related operations and maintenance activities.
Plans and executes energy-related facility projects. Prepares statements of work (SOW) for energy-related projects. Provides technical review of design calculations, cost estimates, analysis, drawings, and specifications to ensure compliance with project requirements and to ensure technical aspects meet and maintain acceptability and reliability.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Engineering Technical Series 0802
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes technical knowledge and abilities applicable to a wide range of energy management technical duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedent or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements of some projects; and ability to apply the standard practices of related engineering disciplines as they relate to electrical technical functions. Ability to monitor large-scale facility engineering projects to assure compliance with applicable objectives, standards and requirements. Knowledge of related disciplines (such as air conditioning, heating, and space requirement) to be aware of ramifications of their findings and actions to related equipment and systems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Technical knowledge of energy & facilities management, civil engineering concepts, HVAC mechanical systems, principles, and practices and familiarity with other engineering disciplines.
2. Knowledge of technical details and construction standards, methods, practices, techniques, materials, and equipment to ensure work is in compliance with federal, state, and local codes and regulations.
3. Knowledge of standard contracting regulations, practices, and procedures.
4. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions and knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
5. Ability to analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.
6. Ability to plan and organize work; coordinate with other engineering or operational disciplines and architects; communicate effectively, both orally and in writing; and maintain good-working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
