Duties
Supervise, train, mentor, and provide administrative and technical supervision to a large and multi-faceted staff.
Set short- and long-term priorities to accomplish work and the administer a variety of management programs, including establishing goals for subordinate supervisors to accomplish management objectives.
Carry out acquisition and administration of human, financial, material, and information resources necessary for the operation of a District.
Implement the District's vision and strategy which integrates key national and BLM program goals, priorities, values and political, economic, social, technological and administrative factors.
Establish policies, regulations, procedures, etc. to accomplish organizational objectives.

- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS- 12 level that is equivalent in difficulty and complexity as indicated by the following examples: demonstrated experience in workforce and strategic planning, identifying issues, resolving conflicts and negotiating solutions. Oversight responsibilities for administrative and financial management functions, as well as managing or supervising a variety of different program areas, such as resource management, budget, or human resource functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements by the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Normally works in an office setting, with occasionally strenuous duty and normal field duty associated with resources work. Work may be conducted under widely adverse conditions such as severe winter temperatures and summers that are extremely hot and dry. May be required to walk into roadless areas or otherwise negotiate areas inaccessible to vehicular travel. Other methods of travel may include all-terrain vehicles, aircraft, or horseback.
Work Environment: Most work is performed in the office in close proximity to fellow workers. Fieldwork may include walking or driving motor vehicles over rough terrain in remote areas. Abnormal stress situations may also occur involving completion of work to meet short deadlines.
Education
There is no substitution of education for experience at the GS-13 and above grade levels.
