This position is located with the BIA, Office of Trust Services, Division of Forestry &Wildland Fire Management, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Information about the surrounding area can be found at https://www.boisechamber.org/
The duty location is in Boise, ID or may be negotiable at the time of selection, but it MUST be within the local commuting area of any Bureau of Indian Affairs Office.
Duties
Provide professional knowledge and skills in development, implementation, and evaluation of fire and aviation management training, qualification, and workforce development programs.
Assist in establishing and prioritizing program workload based on overall objectives, and articulating and communicating program goals, objectives, and strategies.
Review, interpret, and disseminate policy documents regarding fire and aviation training, qualifications, and workforce development.
Ensure program areas and project are closely coordinated and institute measures to improve teamwork and coordination.
Will be assigned to the Prescribed Fire Training Center (PFTC) as the Women’s Leadership Module Lead.

Qualifications
Selective Placement Factors (SPFs):
This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
Prescribed Fire Burn Boss, Type 2 (RXB2).
You must have prior wildland firefighting experience and training on the fireline: Wildland firefighting experience is defined as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. Wildland fire is defined as any non-structure fire that occurs in the wildland. The two types of wildland fire are wildfire and prescribed fire.
Specialized Experience:
In order to be rated as minimally qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience MUST demonstrate experience in ALL of the following areas and MUST be at the national and/or bureau wide level.
Working knowledge of the field of adult education, to include the principles, methods, practices, and techniques of Instructional Systems Design (ISD).
Experience at administering fire training, qualifications, and workforce development programs.
Proficient in the Incident Command System, with experience in wildland fire and aviation management.
Experience in organizing, developing and leading high performing teams.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
