Duties

This position is located within the Department of the Interior, Office of the Secretary, Office of Aviation Services, Aviation Safety and Evaluation Division, Boise, Idaho. At the full performance level GS-12 the major duties of this position include but are not limited to the following: Provides direct support to bureau aviation accident prevention program efforts by delivering or coordinating aviation training to designated audiences. Identifies qualified Subject Matter Experts (SMEs) or other instructors to deliver training, and ensure requests include proper vetting through respective bureau or agency management. Coordinates Interagency Aviation Trainer (IAT) trainer qualification requests, participates in their development, and renders recommendation to either qualify, certify, or disqualify regarding their ability to instruct specific courses related to aviation operations involving safety, techniques, and procedures. Serves as a technical expert on DOI, interagency, and fire and aviation safety committees. Provides recommendations, advice, and counsel for incorporation into national interagency policy, standards, and operating procedures related to aviation use in natural resource missions, wildland fire suppression, and prescribed burning. Develops and manages the DOI Aviation Safety Training within assigned areas of responsibility to include coordinating SMEs, in order to assist in the development, improvement, or update of training content. Coordinates interagency aviation training and National Wildland Fire Coordination group presentations. Assists the Chief, Training Branch in the identification of agency IAT program needs, recommends improvements, and acts as a conduit between end-users of IAT products and services. The Office of Aviation Services has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The National Federation of Federal Employees (NFFE), Local 2052, is the exclusive representative of all employees in this bargaining unit. Boise, Idaho Salary Range Information: GS-11: $72,553-$94,317 per year. GS-12: $86,962-$113,047 per year. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: (1). Basic Occupational Requirement for Training Specialist (1712): A. Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. -OR- B. Experience: Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying Specialized Experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. **In addition to the Basic Requirements for this position, applicants must meet the Specialized Experience described below. ** (2). Specialized Experience To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Experience conducting training sessions using established curriculum. Experience developing training materials. Experience utilizing web-based tools and equipment to present training materials. Experience collaborating in a team environment. To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Experience conducting training sessions using established curriculum. Experience developing training materials, curriculum, aids, devices and course evaluations. Experience collaborating in a team environment to create training objectives and supporting materials to be presented. Experience utilizing web-based tools and equipment to develop and present training materials. Note: You must meet ALL Specialized Experience requirements for each grade level. Merit Promotion candidates must also meet Time-in-Grade requirements by the closing date of the announcement. Firefighter Special Retirement: This is a SECONDARY/ADMINISTRATIVE fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.
