You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST in the GT53000, Training Analysis, Design, and Evaluation Division of NAWCTSD ORLANDO.

Duties
You will be responsible for providing consultation for a wide range of human performance (HP), human performance improvement (HPI), human systems integration (HSI), education, and training policies.
You will conduct analyses to identify or validate training requirements, using the systems approach to
training.
You will advise and consult Project Managers for training system/device acquisition or modification on matters related to the interpretation of complex training requirements.
You will conduct effectiveness evaluations to validate training resources utilization, provide cost and training effectiveness recommendations to meet new training requirements, correct deficiencies, and improve effectiveness.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (DA-05) in the federal service or equivalent experience in the private or public sector as a professional INSTRUCTIONAL SYSTEMS SPECIALIST. Specialized experience must demonstrate some or all of the following: 1) Demonstrating a progression of leadership roles and responsibilities in support of emerging and existing acquisition programs; 2) Advising on instructional design policy and methods; 3) Recommending training media solutions to be utilized by personnel throughout the command; and 4) Identifying training needs for an organization and its ever-changing priorities. My experience demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
- Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
- Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
- Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
- Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
