You will serve as an Instructional Systems Specialist in the Research & Engineering Group, Human Systems Department, TRNG ANYL, DESIGN & EVALUATION DIV of NAWCTSD ORLANDO.

Duties

You will perform Training Situation Analyses and Job Task Analyses to support the functional design and development of training systems and equipment to solve training problems. You will plan, direct and control the resources assigned and work products of a multi-disciplined team of interdepartmental functional specialists for training systems analysis projects. You will develop and recommend alternative training strategies for consideration by program sponsors. You will support the annual Program Objective Memorandum (POM) process by developing, planning and budgeting information to identify resources to support the training requirements of future training systems.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

In addition to the basic education requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-11) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating project management techniques through activities such as planning, preparing Statements of Work, identifying and prioritizing events and activities, and evaluating results; 2) Analyzing a variety of military training strategies in support of weapon systems; 3) Developing operating parameters of instructional systems design and training principles; 4) Demonstrating knowledge of Department of Defense and Navy guidance used in development and acquisition of analytical products, training systems and equipment. Education

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.
