Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce.
Duties
This Transportation Security Specialist position is located DR - Inspections, Audits and Inspections, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Participates in developing complex covert testing plans and conducts complex covert testing with team members.
Reviews transportation security measures and operations using a full range of covert testing techniques and methodologies, identifies vulnerabilities and prepares detailed classified reports, represents the team's consensus and conveys the findings and recommendations in meetings within INS, as well as coordinating events, milestones, and deadlines/time frames for completion.
Develops threat items based on intelligence information and assessments of existing security procedures and provides observations to improve security effectiveness.
Prepares papers and reports to document evidence developed during analysis, interviews and observation; develops findings and recommendations to improve security and efficiency of TSA operations and programs.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
The Ideal candidate should have completed formal accredited IED/bomb disposal coursework resulting in a Graduation Certificate from at least one of the accredited bomb disposal schools. The accredited bomb disposal schools are the Naval School Explosive Ordnance Disposal (NAVSCOLEOD) and the FBI's Hazardous Devices School (HDS). The ideal candidate works collaboratively within the organization and across the Agency to innovate covert testing methodologies.
Qualifications
To qualify for the SV-H Pay Band (equivalent to GS-11/12), you must have one year of specialized experience at the SV-G or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as one of the qualification requirements (A, B, OR C) outlined below:
A. Experience: Specialized Experience is defined as one year equivalent to at least GS-9:
Developing threat items based on intelligence information; AND
Experience implementing the full range of covert testing plans and activities; AND
Experience engaging with stakeholders to share information and achieve goals.
OR
B. Education: Ph.D. or equivalent doctoral degree; OR3 full years of progressively higher-level graduate education leading to such a degree; ORLL.M., if related;
OR
C. Combining of Education and Experience: One can also have a combination of graduate education and qualifying experience for this band level (SV-G band/equivalent to GS-9). This must be fully supported by your resume and transcripts, provided with your application.

To qualify at the SV-I Pay Band (equivalent to the GS-13 grade levels), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position.
Specialized experience MUST include all the following:
Experience in developing threat items based on intelligence information; AND
Implementing the full range of covert testing plans and activities; AND
Experience in program management, including tracking project milestones and budget.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
