The primary responsibility is to administer timber sales having conventional contract requirements and conditions. Multiple positions will be filled. Full performance level of each position is GS-0462-10. See EDUCATION SECTION for the contact information for each location. Duties

Duties listed above are at the full performance level of the position (GS-10). Inspect work for compliance with contract specifications and provisions to ensure environmental protection commitments are met. Verify that all contractual obligations are met before making final inspection and recommending sale closure. Ensure stream courses and other land features are protected in accordance with timber sale contracts. Collaborate with resource specialist regarding sensitive activities that occur on a timber sale to ensure resource monitoring is done timely. Advise purchaser's field representative of adequacy of operations and compliance with contract terms to ensure contract specifications are met. Review plans and schedules with purchasers to assure common understanding of conditions and responsibilities of contractual and sales agreements. Resolve issues of non-compliance with uncooperative timber sale operators using persuasion or negotiation skills to obtain the desired outcome. Consider long-range goals for land management and resource protection in the coordination of detailed and complex contract provisions. Inspect timber sale area for compliance with contract clauses governing location and construction of roads, fire prevention, personal safety precautions and cutting provisions. Explain timber sale contract provision and technical methods to timber operators to obtain compliance with contract provisions.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirement: For the GS-08: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-7). Examples of specialized experience are: Interpreted silvicultural prescriptions and marking guides to designate harvest timber; Developed timber cruise plans and implemented cruise plan in the field; Defined timber sale boundaries in accordance with environmental assessments; Determined acreage by map or aerial photograph methods; Drafted sale area maps using Geographical Information Systems (GIS) and Global Positioning System (GPS) data. For the GS-09: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-8). Examples of specialized experience are: Administered timber sale contracts with conventional contract requirements and conditions; Monitored and inspected timber sale operations having conventional contract requirements and conditions; Prepared written reports of all sale inspections and made follow-ups on deficiencies. For the GS-10: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-9). Examples of specialized experience are: Administered timber sale contracts; Identified resource concerns on the ground and coordinated applicable corrective measures; Performed timber sale preparation duties and collected timber presale information data as well as completed appraisals of timber sales and selecting contract provisions based on environmental assessment documents; Conducted cruises of timber stands to determine volume of merchantable timber, species composition, accessibility, and environment constraints. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education
