About the Position: This Supervisory Operations Research Analyst position is located at the U.S. Army Operational Test Command, Aviation Test Directorate (AVTD), with a duty location of Fort Cavazos, Texas. (merit) The U.S. Army Test and Evaluation Command has various incentives that may be available for highly qualified candidates. These include Relocation Incentives and Permanent Change of Station Allowance.

Duties

Serves as the Division Chief of the Test Analysis Division with full line authority for directing and performing full range of supervising duties. Responsible for developing advanced engineering and scientific techniques and methods. Directs and supervises the Test Analysis Division participating in the conceptual development, design, execution, and evaluation of operational tests and evaluations or combined developmental/operational (DT/OT) tests. Directs and supervises the Test Analysis Division that supports complex post mission test operations. Directs the development of innovative systematic approaches for problem solving and courses of actions.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position is a Testing Designated Position (TDP) and is subject to applicant testing and random drug testing in accordance with DA guidelines.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Test and Evaluation Certification within 60 months of entrance on duty.
• This position is subject to a Temporary Duty or business travel requirement of 40% or less of the time.
• A one-year trial/probationary period may be required.
• A one year probation to assess your ability to perform supervisory duties may be required.

Specialized Experience: One year of specialized experience which includes: 1) Analyzing, planning, conducting, evaluating and/or overseeing testing or experimentation; and 2) Utilizing data collection techniques, mathematical or statistical techniques, and/or modeling and simulation techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
