Duties

SUMMARY: The primary purpose of this position is to serve as Education Program Manager at National Defense University for the China Aerospace Studies Institute (CASI); support the vision of the CASI Director; develops and evaluates curricula, teaching procedures, and educational materials on Chinese aerospace activities for the Department of the Air Force; directs and conducts formal, informal, and agile education for the National Defense University, the DoD, and other schools as directed; supports research on Chinese aerospace activities; conducts engagement and outreach with external partners in government, industry, and academia; provides direction and leadership to local CASI staff. This research, publishing, agile education, engagement and outreach may include subjects pertaining to Chinese air, missile, space, and cyberspace operations, strategic and operational environment, doctrine, and employment, and other duties as assigned by the CASI Director. DUTIES: Leads, directs, plans, and organizes the academic operations of the China Aerospace Studies Institute at National Defense University. Leads Team of analysts to Conduct Academic Research and Develops Written Policy Advice for DoD. Serves as the educational advisor on programs that are extremely complex with significant agency, national or international scope and impact.

  • A Ph.D., or equivalent degree, in relevant field/fields of study such as but not limited to History/Military History, China/Asia Studies, International Relations, International Security Studies, (Cont'd)

  • Knowledge and proficiency as a China military analyst in one capacity or another, such as having served as an attaché in Beijing, Hong Kong, Taiwan or another Asia country where the candidate routinely used China-related skills (Cont'd)
  • (Cont'd) and/or in an analytic or policy capacity in the United States Government (USG), a U.S. think tank or Federal Funded Research and Development Center (FFRDC), or major academic institution and (Cont'd)
  • (Cont'd) experience in more than one such capacity is highly desired.
  • Knowledge and proficiency in speaking Mandarin in at least one of the expert knowledge areas (PLAAF, PLARF, PLA Naval Aviation, PLASSF) as demonstrated record of applying qualifications as delineated, certified by (Cont'd)
  • (Cont'd) either the Defense Language Proficiency Test (DLPT) or equivalent test within the last three years, or by documented equivalent proficiency from a previous employer or letter of reference is highly desired.
  • Incumbent may be required to travel by commercial or military conveyance to perform temporary duty.
  • Incumbent must be able to obtain and maintain a Secret clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major in education or in a subject-matter field appropriate to the position. NOTE: You must submit a copy of your transcript(s) with your application. OR COMBINATION OF EDUCATION AND EXPERIENCE: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit a copy of your transcript(s) with your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the techniques of professional learning theory and performing improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services. The incumbent possesses knowledge of the major fields dealt with by the agency and of current policy objectives in those fields to answer most technical questions from other language specialists concerning terminology or information on the subject. Knowledge of Mandarin Chinese as well as native-language English to such a degree to translate difficult material from and into the language and a recognized expert in the organization. This requires mastery of an exceptionally wide range of vocabulary and of grammar, spelling, and syntax. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of professional learning theory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services. Experience in applying this theory as it relates to the education and training of international military students is highly desirable Knowledge and proficiency in Mandarin (speaking, reading & translation). Extensive knowledge of Chinese culture and government, as well as expert knowledge in one or more of the following areas: PLA Air Force (PLAAF), PLA Rocket Force (PLARF), PLA Naval Aviation, and PLA Strategic Support Force. Ability to relate Chinese military developments and emerging trends to their potential significance to U.S. national military strategy. Skills in publishing and reviewing for peer-reviewed journals. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. Ability to teach graduate-level seminar courses and mentor graduate-level research, focused on China aerospace, US-China relations, and Chinese aerospace/military capabilities. Knowledge of and skill to use a variety of scholarly graduate-level research techniques to analyze, synthesize and evaluate security and defense issues. Ability to plan, organize, and direct the functions of academics and instructors, and to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
