National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.
This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 3 years with the possibility for extension.
Duties
The Director position resides in the College of Information and Cyberspace and operates under the mission, regulations, guidance, and direction of the college and university. The Director exercises responsibility for executing the UC2 mission to support innovative and merit-reviewed activities in applied research and education that contribute to the nation's technical strength, security, and welfare. Fulfilling this responsibility requires not only knowledge in the appropriate disciplines, but also a commitment to high standards, a considerable breadth of interest and receptivity to innovative ideas, a strong sense of fairness, good judgment, and a high degree of personal integrity.
Serve as a faculty member of CIC.
Manage the UC2 applied research portfolio as directed by higher authorities.
Initiate and lead partnership development between the academic and stakeholder communities for research and transition programs funded with UC2 investments.
Promote the integration of the consortium with the mission of CIC and NDU.
Solicit, evaluate, and select high-risk/high-impact research proposals from researchers at universities and other organizations within the U.S. among NCAE-C and non-member partners.
Promote applied research through ELSI awareness with the academic and stakeholder communities.
Develop and encourage NCAE-C member and non-member research partnerships to enhance collaboration and delivery of diverse expertise on complex topics through activities to include workshops, conferences, and other initiatives merging stakeholders and academic communities.
Develop strategic investment roadmaps with stakeholders that anticipate growth vectors for their topic areas and support research transition.
Promote and enable education opportunities with UC2 programs and partnerships for students and faculty.
Prepare, review, or direct briefings and decision papers that inform DoD and peer organizations across the research community on the UC2 research advances that are the results of research from funded investigators.
Manage all aspects of portfolio operations including maintaining electronic records, tracking and approving technical reports, and overseeing obligation and execution data.
Represent the UC2 in external meetings, working groups, and standards bodies involving other National Security agencies and organizations as directed by higher authorities.
Perform other duties as assigned.
SUPERVISORY DUTIES
Manage program requirements such as personnel hiring, structuring, and management; budget and fiscal management; contracting procurement and supply activities within the overhead management of UC2 as directed by higher college authorities and in accordance with NDU regulations.
Contribute to the leadership, direction, management, and supervision of the organization on research policy and planning.
Assist in managing efforts to develop, implement, and oversee requirements, policy, and procedures for an organization's research interests.

- The position is governed by 10 USC 1595 and NDUI 1416.0l dated March 2017.
- Must be able and willing to travel both domestically and internationally. Travel is seldom required. Less than 20 % of the time.
- The incumbent must be able to successfully obtain and maintain a Top Secret/SCI clearance.
- Incumbent is required to file a Public Financial Disclosure Report (OGE-278) within 30 days of entering the covered position, annually thereafter, and within 30 days of terminating from a covered position.
- Occasional travel is required.
Qualifications
BASIC QUALIFICATION:
Must possess extensive leader/managerial experience at high levels within the military, public, or private sectors to be able to effectively carry out the overarching and holistic supervisory, managerial, and technical duties of the position. Incumbent must demonstrate professional stature and technical expertise to be respected and immediately effective in this position.
REQUIRED QUALIFICATIONS
Master's Degree.
U.S. citizen.
Applicants must be eligible to apply for a TS/SCI security clearance.
At least one (1) year of specialized experience at the next lower grade AD-03/GS-14, or equivalent in other pay systems. Examples of specialized experience includes experience in areas leading a research team or portfolio in UC2 relevant areas, developing research policy, or leadership role in research direction.
Meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for one of the series listed below: national security; STEM; other CIC-relevant fields of study.
DESIRED QUALIFICATIONS
PhD degree or terminal degree.
Eight (8) or more years of experience following graduate school.
Experience leading groups of senior PhD research scientists in the research areas relevant for UC2 mission.
Excellent written and oral communication skills; comfortable explaining concepts to expert and lay audiences
Experience working with or within the Department of Defense research community.
Experience developing and maintaining close relationships with academia and other government agencies associated with basic research.
Knowledge of the state of the art in associated disciplines required to judge world-class research.
Familiarity with DoD programming and budgeting processes.

Education Requirement: Master's degree is required.
