You will serve as a Engineer or Scientist in the NAVSEA PEO SUPPORT (code 0CA2), permanently stationed at the Washington Navy Yard, Washington DC. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will manage/lead the coordination and collaboration with PEO-SSBN/SSN, Electric Boat, Huntington Ingalls Industries, Sub Warfare Federated Tactical Systems and various Non-Propulsion Electronics Systems Subsystem Program Area Resource Managers. You will evaluate all aspects of NPES readiness to support the construction schedule, verification that New Construction functional requirements are met, assist in platform certification and evaluate cost/schedule risk to the programs. You will engage with the shipbuilder planning and design yards, lead various Integrated Product Teams and NEWCON System Integration Teams. You will be the technical lead across both Government and Contractor furnished equipment and information. You will Evaluate complex system of systems to ensure they are compatible with the platform, NPES and SWFTS. You will resolve technical and schedule issues in real time working with the shipyards and PARMs to ensure that the construction schedule is not impacted. You will coordinate and lead program Preliminary Design Reviews and Critical Design Reviews early reviews of all design disclosures, such as Government Furnished Information, to ensure they do not conflict. You will forecast mid-to-long range platform integration challenges and NPES Contractor Furnished Equipment (CFE) interface/obsolescence issues for Program Objective Memorandum issue generation. You will work with COLUMBIA and VIRGINIA New Construction Platform Engineering Team and various Naval Undersea Warfare Command PARM Technical Direction Agent in solicitation, de-confliction, and management of NPES GFI. You will lead Shipyard design and construction drawing reviews/concurrence/approval.

  • FOR 1550 Series Only: This is a Cyberspace Workforce position, work role 632, proficiency level Advanced. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Must be willing and able to lift and/or carry loads/items up to 15 pounds in weight.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the ND-4 pay band (GS-12/13 equivalency) in the federal service or equivalent experience in the private or public sector: as a professional engineer or scientist providing systems engineering technical support of non-propulsion electronics systems for the development of undersea warfare systems. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

0801 Series:
Successful completion of a degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
1310 Series: A degree in physics; or related degree that included at least 24 semester hours in physics.
OR A combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

1520 Series: A degree in mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics
OR
A combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

1550 Series: A bachelor's degree in computer science
OR A bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
