This position is part of the National Archives and Records Administration. This position is located in the Budget and Compliance Management Division (IB), Information Services (I). The incumbent is responsible for providing expert advice and performing the full range of budget management services including budget formulation, execution, analysis, and reporting of the agency IT budget. The incumbent performs under the administrative direction of the Division Director.
Duties
As a BUDGET ANALYST, you will:
Provide budget formulation, execution, analysis, and reporting of the Information Services budget, while considering its relationship to the overall NARA-wide IT budget. This will include submissions and updates to external sources such as the IT Dashboard and MAX Collect as well as internal utilizing Folio and productivity tools such as spreadsheets and briefing slides.
Review and analyze budget initiatives and investment proposals to ensure that appropriate information is provided in the cost estimates and that performance measures and metrics provided create a sound basis for best value decisions.
Manage the Information Services fiscal year budget plan tracking commitments, obligations, and available funding utilizing automated systems and budget tracking techniques; and identify the need for supplementary funding, or reprogramming and then prepare a revised IT budget, as needed.
Prepare annual, monthly and ad hoc reports and presentations analyzing the adequacy of current funding and the current status/ obligation levels as well as alternatives for management review and decision.
Provide budgetary oversight, advice and assistance to senior Information Services managers as well as coordination with agency officials related to the preparation, submission, and execution of the Information Services budget consisting of multiple funding sources.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-14 is defined as one year of experience at the GS-13 level, or equivalent that is directly related to the position and which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position includes all of following:
Performing complex budget formulation, execution, and analysis using Federal financial and budget concepts, principles and practices; AND
Working closely with senior Information Services managers and agency officials to provide budgetary oversight, advice and assistance to estimate funding requirements; AND
Tracking, monitoring and extracting detailed budget data and manipulating it via spreadsheets for analysis and presentation using graphs, charts and/or slides; AND
Taking strategic direction, creating plans of actions or solutions, coordinating with teams and staff to implement while communicating and monitoring status.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-14, you must have been at the GS-13 level for 52 weeks.
