This position is part of the National Archives and Records Administration, Office of Budget. The incumbent serves as the functional lead for Budget Execution and Analysis, under the general supervision of the Budget Officer, Office of Budget (XB), Office of the Chief Financial Officer (X) of the National Archives and Records Administration (NARA).

Duties

As a BUDGET ANALYST, you will: Issue the budget call for development of the NARA annual budget request. Review, analyze, edit, and consolidate program office budget submissions for all portions of the NARA budget. Present consolidated review of budget submissions to the management team and participate in the agency decision-making process of requests that will go into the OMB Submission. Prepare supporting statistical and briefing materials for use by the Archivist and high-level NARA officials in defending the budget before Congress. Track the status of appropriations and pending legislation to determine the impact on NARA programs, policies and procedures. Provide advice to NARA officials on all aspects of the interpretation and application of OMB guidelines for the budget formulation process.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Preparing reports using budget, financial, or programmatic data; AND Working closely with program and accounting staff to estimate funding requirements; AND Experience researching appropriations Law, Internal Controls, Office of Management and Budget (OMB) and Government Accountability Office (GAO) regulations, policies, procedures and standards. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-14, you must have been at the GS-13level for 52 weeks.
