You will serve as a Program Manager in the Test and Evaluation Management of Programs and Ops (TEMPO) Department of NAVTESTWINGLANT NWCF.
Duties
You will be responsible for the planning, management, and administration of all contracts across the department.
You will delegate complete authority to plan, schedule, and carry out contract execution.
You will provide expert leadership to develop contract process strategies in support of the lifecycle of contracts programs.
You will engage in pre-solicitation activities including acquisition planning, market research, requirements definition and the Statement of Work (SOW) development.
You will integrate inputs and perform extensive analysis to ensure that agency requirements are reflected in contract objectives.
You will be responsible for the lifecycle of contracts from the Statement of Work Development, participation in contract award activities, contract administration activities and contract close out.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (DA-05) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
(1) Directing a professional force of several types of analysts (financial, management, program, etc.) engineers, and program managers to work with top-level management for policy, priority, and project plan development; (2) Planning, scheduling, and carrying out contract executions; (3) Analyzing and evaluating channels of communication, operating procedures, and recommending strategies for overall process improvement; (4) Providing expert leadership to develop contract process strategies in support of the lifecycle of contract programs; and (5) Integrating inputs and performing extensive analysis to ensure that agency requirements are reflected in contract objectives while using a high degree of analytical skill to identify and assess alternative contract strategies.
