This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA). The incumbent will serve as a policy analyst providing expert advice and assistance on a diverse array of policy issues, building a supporting rationale and providing the analytic basis for major OMB and/or Presidential policy decisions.
Duties
As a Policy Analyst, GS-0301-12/13, your typical work assignments may include the following:
Reviewing, analyzing, and providing recommendations on regulations and/or regulatory policy to identify significant economic, scientific, regulatory, privacy, and legal issues, with emphasis on regulatory costs and benefits, and alternative regulatory approaches.
Reviewing, information Collection Requests pursuant to the Paperwork Reduction Act to ensure that agency collections of information meet all of the requirements of the Act.
Working on complex regulatory policy issues directly with senior career and policy officials from across the EOP (e.g. the Council on Environmental Quality, the Domestic Climate Policy Office, Domestic Policy Council, National Economic Council, National Security Council, Office of Science and Technology Policy, and the Council of Economic Advisors).
Drafting memoranda and making oral presentations for high-level decisionmakers that summarize and provide evidence based recommendations on complex regulatory and policy matters. Coordinating with colleagues from across OIRA and OMB to address issues relating to privacy, statistical policy, science policy, economics, and budgetary matters.
Reviewing and interpreting pertinent subject-related directives, proposed legislation, and policy documents to identify expected impacts and conducting analysis and studies of their implications and alternatives.
Providing critical feedback and recommendations to OIRA and OMB leadership regarding policy positions on national-level regulatory and information collection strategic directives and policy statements.
Leading and/or working with a team developing government-wide information policy development, coordination, and oversight of Federal privacy policy and information quality.

- This is a Drug Testing Designated Position (DTDP) and is covered by the Executive Office of the President Drug-Free Workplace Program.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
You may qualify at the GS-12 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector which includes: 1-initiating qualitative and quantitative analysis of federal regulations and/or of economic issues to inform decision making, preferably in the natural resources, environment, or energy areas; 2-developing and presenting recommendations to higher-level decision makers; 3-drafting and presenting succinct written products to describe and summarize complex analysis, policy options and implications, and recommendations; and 4-developing strategies to improve the effectiveness of regulatory policies.
You may qualify at the GS-13 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector which includes: 1-initiating and performing qualitative and quantitative analysis of complex regulations/or policies and/or of economic issues to inform decision making, preferably in the natural resources, environment, or energy areas; 2-leading the development and presentation of recommendations to higher-level decision makers; 3-creating and delivering clear and detailed written materials that articulate and condense intricate analyses, policy alternatives, their consequences, and suggestions tailored for audiences with varying degrees of knowledge; and 4-developing and implementing strategies to improve the effectiveness of regulatory policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
