You will serve as a Program Manager in the Radar Technologies Division, Spectrum Warfare Systems Department of NAVAL SURFACE WARFARE CENTER. This is not a high-grade position; therefore, the salary may be limited to a GS-14, Step 10 (currently $158,860).

Duties

You will provide technical and program support to the Radar Technologies Division staff, Branch Managers, Partnering Divisions, and numerous PEO-IWS and DoD sponsors. You will provide leadership to the SPY-1 system sustainment for the depot. You will direct the development of comprehensive program plans to ensure fulfillment of technical, cost schedule and performance objectives. You will define and support customer requirements, interpret and navigate customer organization and operations, and pursue appropriate customer tasking and funding commitments for execution at NSWC Crane. You will provide overall management and direction of acquisition, development, integration, testing, production, fielding, and life cycle support for SPY-1 systems. You will make recommendations for action to ensure projects are achieving program technical, cost, and schedule objectives. You will identify and manage program risks and issues along with mitigation plans to ensure the program remains on task. You will provide data to support resource planning to adequately meet SPY-1 system support You will lead the development of new capabilities and management of assignments to support the Navy requirements to sustain SPY-1 including Cross-functional teams both internal and external to NSWC Crane.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist developing cost, schedule and performance objectives related to SPY-1 System and Programs (e.g., missile defense radar technologies). Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 08xx, All Professional Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For 1515 Operations Research: Degree: in operations research;
OR
At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.

OR

For 1550, Computer Science: Successful completion of a degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
