You will serve as the PRINCIPAL TECHNICAL MANAGER FOR SPECIAL WARFARE & EXPEDITIONARY SYSTEMS DEPARTMENT of Naval Surface Warfare Center (NSWC) Crane Division.

Duties

You will provide national leadership and establish technical and managerial direction for programs. You will lead programs involving science and technology, research and development, acquisition support, test and evaluation, and in-service programs in the area of Special Warfare and Expeditionary Systems. You will serve on the committee to analyze and select NSWC Crane's Naval Innovation Science and Engineering proposals. You will exercise line management responsibility for approximately 1,150 government personnel and 1,300 contractor personnel. You will be directly responsible for the leadership and supervision of a $1 billion enterprise. You will provide technical leadership for full spectrum life cycle support functions to provide safe, reliable, and effective special missions hardware and software.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote, hostile, or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Demonstrated technical knowledge in areas of expeditionary warfare hardware and software including Sensors (electro-optics, surveillance and reconnaissance), Sensor Integration, Weapons Systems, Weapons Platform Integration, Specialized Munitions, Autonomous Systems, and Power/Energy Systems. Functional areas include: (1) Science and Technology, (2) Research and Development, (3) Test and Evaluation, acquisition, and (4) Program Management. 2. Demonstrated ability to negotiate complex solutions to achieve desired results with broad range of stakeholders across specific technical areas of Expeditionary Warfare, Sensor Integration, and Autonomous Systems. 3. Demonstrated ability to strategically assess and prioritize current and future mission requirements, threats, capability gaps, and workload in Expeditionary Warfare, Sensor Integration, and Autonomous Systems. 4. Demonstrated ability to develop organizational vision and lead strategic change that integrates key programmatic, Department of Navy, and Department of Defense strategies and goals. 5.Demonstrated knowledge of business and financial management systems and principles, and the ability to plan and direct technical and business functions to achieve desired results. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0801 Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

For 1301 General Physical Sciences Series: Successful completion of a degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or, a combination of education and experience in one of the above majors that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
For 1515 Operations Research Series:
Successful completion of a degree in operations research. or A degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

For 1520 Mathematics Series:
A. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.-or-B. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

For 1550 Computer Science Series:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.
