This a National Guard Title 32 Excepted Service Position. This National Guard position is a Permanent GS-1702-07 EDUCATION TECHNICIAN (TITLE 32), Position Description Number D2012000 and is part of the MO Directorate of Manpower and Personnel, Education Services Branch. This is a bargaining unit position.

Duties

Performs a variety of administrative functions in support of an Education Services Programs. Administers tests, assures that tests are conducted in accordance with standard procedures prescribed in the applicable regulations, and maintains records of results achieved. Prepares reports of program achievements and budget requirements. Consolidates information recorded in monthly program evaluation reports prepared from attendance records, contracts, or other sources and puts this information into the prescribed format. Maintains and updates State Education Web Site. Maintains records in accordance with prescribed procedures, including those pertaining to, troop educational levels, enrollment, attendance, and completion data. Maintains records in accordance with prescribed procedures, including those pertaining to personal interview summaries, and subsequent recommendations, testing schedules and instructions, and other information. Receives, evaluates, and certifies transcripts. Maintains accountability for educational funds. Monitors expenditures and obligations against allotted budget. Checks expenditure documents for propriety, posts data, and balances accounts. Prepares requests for contracts using established procedures and readily available information. Receives and processes invoices from institutions. Recoups Federal Tuition Assistance (FTA) when applicable Provides information and briefings concerning educational services such as placement tests. Provides information and briefings concerning educational services such as Montgomery G.I. Bill (MGIB). Prepares required quarterly reports and audits regarding test material. Discusses potential benefit of course or educational program in terms of career advancement and self-development. Performs other duties as assigned.

  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.

  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - SSG (E-6) Enlisted - MOS 42A GENERAL EXPERIENCE: Must possess one year of on-the-job experience equivalent to the grade immediately below this grade level; and possess education and validated understanding of the basic principles and concepts of training program; and experience, education or training that demonstrates your ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures. GS-07 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to administer tests, assure that tests are conducted in accordance with standard procedures prescribed in the applicable regulations, and maintain records of results achieved; conduct or develop education and training programs; and basic understanding of education and training policy requirements. The specialized experience must also demonstrate experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; knowledge of audio-visual presentation, educational tests and measurements, and instructing techniques; and basic knowledge of Army vision, values, organization, policy, and mission. Limited experiences in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experiences in scheduling training events and facilities; supporting assistance visits and training meetings; or, assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Basic capabilities in communicative interpersonal skill applications and distance learning concepts. Experienced in effective communications. Have some capabilities and experiences in presenting professional courses and briefings; and near proficient capabilities in writing reports and records. Some experiences as a participant and presenter during training and military or civilian conference events.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
