THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is a GS-1702-08 TRAINING TECHNICIAN (TITLE 32), Position Description Number D1181000 and is part of the MO Missouri Recruiting and Retention Battalion. APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. This is a bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Conducts command readiness inspections and other evaluations of subordinate training operations, security, safety, and deployment readiness planning. Review training schedules, circulars, and yearly training plans to ensure congruence with commander’s priorities and higher headquarters guidance. Performs research necessary to create or modify the units’ mission essential task lists in accordance with critical wartime mission requirements. Manages the command’s school program. Forecasts the individual training requirements for the organization and coordinates with higher headquarters to obtain quotas for personnel to attend schools (Service, NCO, Special, etc.). Researches and resolves soldier prerequisite/eligibility problems. Perform analysis and refinement of organizational readiness data. Plans, organizes, and administers the individual and NCO professional development training programs for the organization. Coordinate common task and skill-specific training programs. Monitors the use of funds sub-allocated to subordinate units for use in training events. Provides guidance and assistance for implementing security measures for such items as documents, arms and ammunition, and communication/ automation equipment (communication security/computer security). Forecasts, allocates and monitors the usage of training ammunition for the command. Performs other duties as assigned.

Requirements

  • Management has the right to convert this position to permanent status without re-advertising.
  • Employment can be terminated with a 30 day notice.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.

  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.

Qualifications

MILITARY REQUIREMENTS:Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - SFC (E-7) Minimum Military Grade - SGT (E-5) Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor (grade inversion). GENERAL EXPERIENCE: Must possess a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. GS-08 SPECIALIZED EXPERIENCE: Must possess at least 12 months experience equivalent to at least GS-07. Must possess experience that demonstrates particular knowledge of Army education and training programs regarding their principles and procedures; Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures; Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies; Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts; Experience as a participant and presenter during training and military or civilian conference events.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
