Duties
Represent Reclamation's interests in the field and at meetings with other federal, state, and local agencies and other interested environmental entities.
Promote cooperation and partnerships with both internal team members and external agencies and stakeholders in managing multi-use natural resources, while developing suitable wetland and riparian mitigation, conservation, and enhancement measures under the auspices of the Migratory Bird Treaty Act (MBTA), Endangered Species Act (ESA), Clean Water Act (CWA), National Environmental Policy Act (NEPA), and Fish and Wildlife Coordination Act (FWCA).
Work with Tribal natural resource personnel and conduct work within government-to-government relationships, while respecting Tribal sovereignty.
Organize and direct public meetings to determine public's opinion of problems and needs.
Work as one of the senior members on a team of biologists in the Environment and Lands Division of the Albuquerque Area Office (AAO).
Plan, implement, oversee, track and evaluate environmental compliance, monitoring, mitigation, and adaptive management implementation for AAO activities.
Assist in determining impacts of projects on birds, fish, and other wildlife resources, and waters of the U.S., wetlands, and other special aquatic sites.
Prepare permits, technical reports and other documents summarizing current status of monitoring, mitigation, environmental compliance, adaptive management activities, and results of investigations.
Complete documents such as mitigation plans, monitoring plans, annual mitigation progress reports, and adaptive management reports
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having a bachelor's degree or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. NOTE: You must submit copies of your college transcripts.
OR
Have a combination of education and experience--courses equivalent to a major, as shown in A above, plus appropriate experience or additional education related to the position. NOTE: Your resume must indicate how you meet this requirement, and you must submit copies of your college transcripts, otherwise you may be found ineligible for this position.
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and specialized experience requirement - this information must be clearly supported in the resume.
In addition to the Basic Qualifications, as listed in the question above, you must also meet the specialized experience, as related to the qualification requirements for this position. To qualify at the GS-12 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level In Federal service, that includes experience in at least three (3) of the following six (6) areas:
Applying biological principles to evaluate biological impacts from water or associated land projects (particularly for fish, birds, plants, or wetlands).
Developing mitigation and monitoring requirements for water or associated land projects (particularly for fish, birds, plants, or wetlands).
Establishing collaborative working relationships internally or externally.
Providing leadership within a team(s).
Conducting environmental compliance and ensuring consistency with regulatory requirements under the Endangered Species Act (ESA) or the Clean Water Act (CWA).
Experience with principles of project management including, project scoping or budgeting, contract or grant management, or proposal development.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/09/2024.
Education
This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
