Primary purpose is: To perform professional work in support of the 621st Contingency Response Wing's (CRW) facilities projects planning, management of facilities operations, analysis of installation plans, and management of organizational Support Agreements. The purpose of these activities is to improve the efficiency, effectiveness and productivity of the units.
Duties
Participates in the evaluation of programs and development of plans for new construction, renovation, and improvements of real property facilities, including utility systems, utilizing a professional knowledge of civil engineering.
Facility Project Planning Activities. Effectively plan facility projects to minimize impact to 621 CRW operations, maximize budgetary resources, and meet future requirements as outlined by higher headquarters' strategic visions and plans.
Manages activities of organization's facilities management specialists.
Plans analysis. Performs base support planning processes. Prepares and directs the compiling, coordinating, publishing, distributing, maintaining, and implementing of base support plans.
Support Agreement Manager Activities. Creates and performs support agreement management processes.

- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be CONT'D
- CONT'D removed from their military recall status if alternative for filling of the position during an emergency are not available.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Civil Engineering Series 0810

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Professional knowledge of, and skill in applying, theories, concepts, principles, and methodologies of an engineering or architectural discipline sufficient to:
- research, analyze, interpret, evaluate, and carry out difficult but conventional assignments;
- determine relevancy and use of aesthetic, factual, economic and financial, engineering, architectural, and/or
scientific information;
- prepare, provide, and evaluate conventional plans, designs, design specifications, and related documentation;
- perform and interpret calculations, analyses, and computations for unknown factors or relationships primarily in
matters of a factual nature or involving well-understood mechanisms;
- conduct analytical investigations using the scientific method;
- use performance monitoring and quality assurance principles and methods;
- research and apply accepted and relevant business, marketing, and organizational practices, as needed; and
- articulate information through various venues such as discussions, meetings, fact sheets, reports, design documentation, briefings, and presentations; Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.

EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09. level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of standard civil engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large and complex projects.
2. Knowledge of program planning and budgeting cycles, financial control and budget systems, and management; as well as work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
3. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
4. Skill in analyzing, planning, and adjusting work operations to meet program requirements and objectives within available resources; and in analyzing reports to identify relevant issues, identify potential trends, and draw sound conclusions in order to make appropriate recommendations.
5. Ability to plan, conduct, and record site/facility surveys and inspections.
6. Ability to plan and organize work; analyze, interpret, and apply rules, regulations, and procedures in a variety of situations; recommend timely and economical solutions; coordinate with other disciplines and organizations; communicate effectively both orally and in writing; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
