This position serves as a Human Resources (HR) Assistant providing a variety of HR management support services. The incumbent contributes to the Service Unit's mission by providing administrative and technical support to higher graded HR Specialist by performing a variety of HR technical and administrative support activities for a segment of an assigned organization as a member of the HR team. Work assignments include two or more or Classification, Recruitment/Placement, and Employee Benefits.
Duties
Assist HR Specialist and/or supervisory officials by performing technical and administrative work in support of position classification programs and functions by locating, reviewing, retrieving, and summarizing information from classification standards and position descriptions.
Assist HR Specialist and/or supervisory officials by performing technical and administrative work in support of recruitment and placement programs by developing and issuing vacancy announcements; screening applications to determine completeness and basic eligibility.
Assist HR Specialist and/or supervisory official by performing technical and administrative work in support of employee and labor relations programs by interviewing employees and/or managers to obtain background information regarding specific incidents; summarizing relevant facts for HR Specialist. Perform work in support of employee benefit programs.
Verify current background investigations meet IHS's minimum requirements including capturing applicant's fingerprints, biometric information, and photo. Obtains acceptable I-9 documents.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
NOTE: Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable. Graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
GS-06: One (1) year of specialized experience related to the work of the position and equivalent to at least the next lower grade level in the Federal Service that includes: Perform support assignment such as plan, coordinate, develop facts and/or resolve support problems in one or more HR specialties. Use online HR resources to obtain information accessible over the Internet. Applying basic HR rules, procedures and operations to accomplish routine tasks. Perform a variety of office operations.
GS-07: One (1) year of specialized experience related to the work of the position and equivalent to at least the next lower grade level in the Federal Service that includes: Provide assistance to various clients and customers and other clerical administrative procedures and requirements to the department. Coordinate with other departments, managers, and agency to accomplish organizational and department goals. Perform a wide variety of interrelated and/or non-standard HR support work, extensive use with HR software and automated systems including HR rules, policies and procedures.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
