About the Position: The US Army MICC, Installation Readiness Center (IRC) is the strategic contract execution location for new and follow-on contract awards for Food Service and Installation Operations and Support requirements that support mission partners' readiness priorities in a standardized, cost efficient and responsive manner.
Duties
Review procurement actions for complex equipment and services to assure completeness.
Formulate the contracting approach to be taken that will best satisfy the requirement in compliance with socioeconomic programs.
Respond to inquiries, including formal protests and Congressional inquiries from interested parties.
Utilize a contracting database to input contract requirements, clauses and specifications onto appropriate automated documents and forms.
Monitor contractor performance in relation to the completion schedule required by the contract ensuring timely submission of technical progress reports, making periodic visits to work sites, detecting and correcting labor standard violations.
Take appropriate action to expedite delivery or performance when required by changes in mission requirements, defective specifications, or changes in local conditions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of Occasional Travel 10% or less of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty in accordance with the DoDI 5000.66, change 3.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

This vacancy is a career ladder position being filled at the GS-11 and/or GS-12 level. Noncompetitive promotion to the full performance level GS-12 is authorized without further competition when selectee is eligible & recommended by management.
Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To Qualify at the GS-11 Level and in addition to meeting the Basic Requirement above.
Specialized Experience: One year of specialized experience which includes: 1.) Reviewing contracts for accuracy in accordance with policy; 2.) Formulating a negotiation strategy for the procurement of equipment, supplies and/or services; AND 3.) Analyzing price/cost analysis data to evaluate proposals/bids to ensure a price that is fair and reasonable. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
GS-11 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Communications, Computers and Math, Engineering and Technology, Natural Sciences, Social Sciences, Languages and Humanities, Education, or Healthcare Administration. (Note: You must attach a copy of your transcripts.)
To Qualify at the GS-12 Level and in addition to meeting the Basic Requirement above.
Specialized Experience: One year of specialized experience which includes: 1.) Analyzing contractual requirements to assist in the development and/or revision of acquisition requests such as, Performance Work Statement (PWS); 2.) Preparing solicitation documents to incorporate required organizational policies and provisions to clearly state contract requirements; AND 3.) Performing cost/price analysis, such as the analysis of cost breakdowns to determine reasonableness and conformance to applicable regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-12 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
