Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Policy Analyst, you will: Manage and track OCAO policies and procedures, policy and standards development, resource management, and knowledge management. Provide advice and guidance on the development of a wide range and variety of complex policies, standards, and guidelines. Develop complex reports on various subjects and be responsible for analyzing diverse data sets. These reports involve evaluating program processes and procedures, validating that desired outcomes are reflected in program policies, and ensuring local policies comply with federal regulations. Data may be obtained through other reports, files and records, meetings and/or interviews. Address requests from varied sources within and occasionally outside the agency for information and work products requiring extensive research on the part of the Policy Analyst. Provide all aspects of support to managers and supervisors in areas related to the development and implementation of policies and standards covering major program and functional activities of the Office of the Chief Administrative Officer (OCAO). Develop study formats for use by others on a project team or at subordinate echelons in the organization.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: -Formulating written work products (such as policy recommendations, presentations, positions papers, fact-finding reports, special studies, etc.) for targeted strategies or business plans.; AND -Experience organizing and delivering presentations or briefings to Leadership to encourage understanding and acceptance of findings and recommendations; AND -Collecting, and interpreting data, preparing reports for further analysis, and making recommendations regarding administrative issues. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: . -Experience writing a variety of written products including reports, correspondence, standard operating procedures, and complex technical papers; AND -Experience developing, interpreting, and implementing organizational policies, procedures, and strategies. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
