This position is located in the Executive Office of the President (EOP), Office of the National Cyber Director (ONCD). The incumbent leads the Planning and Response Directorate within ONCD and serves in the formulation, coordination, implementation, and review of policy related to cyber defensive operational planning, resilience planning, and cyber incident response planning.
Duties
As a Deputy Assistant National Cyber Director for Planning and Response, GS-0301-15, your typical work assignments may include the following:
Plans, directs, and coordinates the development and implementation of policies on U.S. defensive cybersecurity planning and response.
Works with the NSC, OMB, CISA, FBI, and the Intelligence Community (IC) to maintain awareness of malicious cyber campaigns, cyber incidents affecting the U.S., and, in general, plans, tactics, and capabilities of malicious cyber actors.
Coordinates with private sector partners in advancing cyber planning and operational issues, attaining a better understanding of the effectiveness of U.S. government programs, and ensuring stakeholder views are accounted for in national policy and strategy priorities.
Prepares the NCD, DNCD, and ANCD-Policy Development for meetings involving U.S. cabinet officials, foreign dignitaries, and members of Congress concerning cybersecurity planning and incident response.
Performs a full range of first-level supervisory responsibilities.

Qualifications
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
You may qualify at the GS-15 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1-Formulating or formally evaluating national cybersecurity public policy relating to cyber incident response or policy proposals relating to cyber incident response; 2-Managing a team of public policy professionals; 3-Coordinating national security public policy documents, such as Executive Orders or legislation, within the Federal government or the U.S. Congress; and 4-Leading cyber incident response activities, or policies and plans associated with cyber incident response, for an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
