The primary purpose of this position is to provide the services of a Contracting Representative (COR). The incumbent monitors and evaluates contractor and in house performance as required by the performances Work Statement (PWS) using Quality Assurance Surveillance Plan (QASP).
Duties
Monitors and manages service contracts.
Acts as liaison between the senior COR, lead or supervisor, contractor and customers to ensure services are received as specified through on-site evaluations based on PWS, Performance Requirements Summary (PRS), and/or the QASP.
Makes recommendations to the senior COR, lead, or supervisor to resolve differences of opinion, clarifies requirements, solves problems, initiates changes, and prevents/settles claims in conjunction with the contract administrator.
Develops modifications to the PWS, QASP, and technical exhibits which detail current and projected workload government furnished property, transition plans, and regulatory guidance which must be followed in the performance of the work specified in the PWS.
Develops quality assurance checklists, schedules, and conducts quality reviews and site visits to ensure operations are performed in an effective and professional manner.
reviews directives, regulatory changes and analyzes precedents and policies in connection with the program to determine the effect on assigned operations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Business and Industry Series 1101b.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in assisting in preparing and evaluating contracts and performance work statements (PWS) for improvements and modifications; Inspecting for accuracy, timeliness, and compliance with contractual and PWS requirements; Verifying and investigates discrepancies resulting from inspections and recommending corrective action for improved contractual performance.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Successful completion of 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of contracting regulations and operating procedures for the purpose of constructing contract clauses, provisions, and execution.
2. Knowledge of directives, regulatory changes, and policies to determine the effect on assigned operations.
3. Knowledge of requirements, inventory control, computer operations, customer service and training and administrative processes to evaluate contractor services. Inspects for accuracy, timeliness, and compliance with contractual requirements.
4. Ability to recognize and define problem areas and recommend resolutions to the senior contract services monitor, lead, and supervisor.
5. Ability to communicate effectively, orally and in writing, with contractors and customers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
