You will serve as a SUPERVISORY PRODUCTION SHOP PLANNER (GENERAL) in the OPERATIONS DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will make work site inspections to determine planning requirements, progress of work and status or expenditures. You will plan assignment of work on the basis of overall workload status, priorities, employee performance and capabilities and training needs. You will communicate both orally and in writing and must exercise the utmost in tactful persuasiveness in addition to sound judgement in the many contacts with all levels of authority with the shipyard.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

The Screen-out Element for this position is: Ability To Lead Or Supervise Ability to plan and schedule work to be accomplished by Production Shop Planners and other trades as required. Ability to review work orders, plans, estimates, and discuss technical aspects of the work with subordinates. Ability to instruct subordinates in procedures of production planning and control and in the application of new or revised job order specifications and standards. Ability to prepare manpower distribution records, cost control records, records of job order estimates and similar items on a continuing basis. Ability to determine sequence, priorities and deadlines of scheduled assignments; estimating material, equipment and manpower needs; developing and implementing work and safety procedures; and executing administrative functions such as scheduling and approving leave, issuing performance appraisals, deciding conduct related matters, and supporting Equal Employment Opportunity principles and practices.
