The primary purpose: This is a formal career broadening position, established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is NTE 36 months with rotations between divisions.
Duties
DUTY 1
In a Career Broadener capacity, actively manages programs, policies, operations, activities, and investments addressing nuclear, NC3, and global strike infrastructure modernization and recapitalization, sustainment, human capital, and tactical-through-strategic execution. Assists in resolving critical problems, improving program efficiency, recommending thoroughly researched solutions, and assisting with risk assessment and decision-making for senior management officials.
DUTY 2
As a Career Broadener, recommends and leads a broad range of qualitative and quantitative investigation, analyses, and organizational assessments, strategies, and policies addressing nuclear, NC3, and global strike infrastructure modernization and recapitalization, sustainment, human capital, and tactical-through-strategic execution.
DUTY 3
As a Career Broadener, represents HAF/AlO and HQ USAF to a variety of multi-organization and multi-department functional area organizations.
DUTY 4
In a Career Broadening capacity, prepares and presents effective and comprehensive high-level briefings of conclusions, many being subjective and not readily susceptible to verification until actual operational conditions are encountered.

- Mobility Agreement and a A Non-Disclosure agreement must be signed.
- Must be able to obtain and maintain a Top Secret security clearance and eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or (SAP)

- PCS cost will be paid IAW Career Broadening Policy under this agreement.
- Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.
- Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of nuclear and WMD (to include counter-WMD and counter-CBRNE) capabilities and capacities with an emphasis on infrastructure supporting the nuclear enterprise ( e.g., weapon security and storage, runways-taxiways-ramps, Alert and Force Generation facilities); policy and strategy to meet the safety, security, effectiveness, and reliability objectives of nuclear, NC3, and global strike environments; cross-functional nuclear capabilities of the nuclear mission enterprise of AF/AIO.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of a range of qualitative and quantitative methods for the assessment and improvement of critical organizational plans and programs participating in or conducting major operations such as mission; tactical training; deployment; mobilization; Planning, Programming, Budgeting, and Execution (PPBE); operations; and contingency or similar operations.
4. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as they relate to actual events to include Nuclear Deterrence Operations and the assessment of the nuclear mission and its infrastructure.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate effectively both orally and in writing, negotiate issues, and maintain good working relationships.
7. Ability to assess the status and build products that enable AF/AIO to advocate and explain the important role of the nuclear deterrence capability, the importance of reinvigorating the nuclear enterprise from a stewardship perspective, and the contribution of nuclear capabilities to the strategic deterrence posture.
8. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions and package the entire process in briefings, papers, or reports for top management use and decision-making.
