Communication and Liaison Communications
The following are the duties of this position at the full working level.
Works directly with the Business Operating Division/Function Executives on highly sensitive issues dealing with labor relations impacts to employees, prior to public communication or release of information. Must be able to work confidentially with these executives.
Works directly with the Business Operating Division/Function or the assigned area Executives, and their staffs, to develop the Business Operating Division/Function policies in a communicable format. Has input to, and revises policies issued to ensure their clarity and understandability.
Plans, directs and executes national communication activities to convey complex information to the Business Operating Division/Function employees and to all IRS employees, through National C&L Internal Communication, concerning the Business Operating Division/Function programs, responsibilities, and activities, in coordination with National Business Operating Division/Function Communications Policy & Programs, as appropriate.
Establishes and maintains effective working relationships with internal and external stakeholders through National Communications & Liaison (C&L) Media Relations, field offices, other Operating Divisions, and the Business Operating Division/Function employees at all levels.
Responds to information requests in written and oral form from the news media through National Communications & Liaison (C&L) Media Relations and specialized and general public on the Business Operating Division/Function program and international operations. Responses may require detailed explanations of the organization's activities or performance in a particular situation.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have at least one year of specialized experience equal to the GS-13 level in the Federal government including: Experience demonstrating accomplishment of planning, developing, coordinating, and implementing a comprehensive communications program that involves public information, internal information, marketing, media relations, and community relations that require a wide range of knowledge of communication requirements and techniques pertinent to the position to be filled. Experience analyzing a number of alternative approaches in the process of advising management concerning major aspects of the communications program; developing resource guidance for various executive level activities and assessing the utilization of resources. Experience formulating and determining work activities for national and field media relations staff that are consistent with national policies and procedures, and facilitating communication among various divisions, organizations, and general and specialized audiences.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
