You will serve as a SUPERVISORY NUCLEAR ENGINEER in the Radiological Emergency Planning Division (Code 105.6) within the Manager Radiological Controls Support Division (Code 105.1S) in the Radiological Control Office (Code 105) of NORFOLK NAVAL SHIPYARD.

Duties

You will exercise technical control over all aspects of radiological work performed on nuclear propulsion systems and shipyard radiological support systems and facilities. You will plan, direct, distribute, and balance the workload among subordinates. You will be responsible for carrying out EEO policies and communicating support of these policies to subordinates, assuring equality when implementing new policies and enforcing existing. You will be responsible for the development of overall Shipyard emergency planning for potential radiological emergencies You will coordinate with personnel in both the public and private sectors. You will prepare and negotiate support agreements for a coordinated response action with outside agencies and facilities. Develops, arranges, and participates in exercises designed to test the effectiveness of such agreements. You will plan and conduct major radiological emergency drills to evaluate the Shipyard’s level of preparedness and periodically conducts other training sessions to train emergency personnel.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience demonstrating understanding in the fields of radiological controls of nuclear engineering as applied to Naval Nuclear Propulsion Plant work and the development of overall Shipyard emergency planning for potential radiological emergencies. Experience applying extensive knowledge of NAVSEA, Department of Homeland Security, Federal Emergency Management Agency, Department of Defense, and other governmental regulations related to emergency planning and be able to gain the trust and cooperation from managers and supervisors in order to coordinate with high-ranking military and civilian managers within NNSY as well as other Naval Shipyards, NAVSEA headquarters, officials in the Federal, State, and local governments, and private medical facility administrators, and medical staff personnel. Experience developing technical radiological statements for dissemination to the media during emergency conditions for the general public and participate in the preparation of actual responses to inquiries from the news media, the general public, or other sources pertaining to routine radiological aspects of Shipyard work. Experience providing the supervisory and managerial abilities required to organize the work of highly technical and professional staff. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
