The incumbent serves as Partnership Coordinator with responsibility for program development, implementation, evaluation, and reporting as part of the Partnership Program partnership strategy and affiliated programs.

Supports the unit in recruiting, managing, and implementing partnership programs, including training and site visits.
Develops and manages complex agreements to provide opportunities for partnerships, collaboration, and youth engagement with local, state, and federal agencies, non-profit organizations, and private entities at a variety of scales.
Provides policy interpretations and develops opportunities for Forest Service managers to better coordinate activities.
Works with local communities, State and federal agencies, and other participating organizations to develop collaborative strategies and integrate existing programs and efforts where practical.
Assists forests in developing and implementing Partnership Programs that are responsive to the goals, needs, and demands of all parties involved.
Provides informal and formal leadership on streamlining and integrating existing Partnership Program processes to improve customer service and increase efficiency.
Requirements

Qualifications

Specialized Experience Requirement:
For the GS-11: Applicants must have one year of specialized experience equivalent to at least the GS-09 level in the Federal Service. Qualifying specialized experience includes meeting one or more of the following: Assisted agency staff and external stakeholders across a variety of disciplines in the development of new partnerships or expanding/maintaining existing partnerships with governmental, non-governmental, non-profit, foundations, media, academic, and other organizations; Provided assistance in identifying potential partners and proposing partnership opportunities to help accomplish the organization's mission; Recommended program changes or solutions to ensure partnership operations conform to applicable policies, regulations, and laws; Served as a technical specialist on partnership operations providing advice to staff regarding partnership programs and activities; Participated in strategic planning and writing grant proposals.

Applicant must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
Applicant must have an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
For the GS-12: Applicant musthave one year of specialized experience equivalent to at least the GS-11 level in the Federal Service. Qualifying specialized experience includes meeting two or more of the following: Created programs related to Partnership Program management activities and administrative support functions in order to coordinate and ensure effectiveness of these programs; Served as liaison with federal and state agencies including small businesses, governmental organizations, non-profits, tribal governments, media, academic institutions, the general public, local community groups, and other organizations concerned with natural resource management. Planned, developed, directed, and implemented partnership programs that included serving as a technical advisor to resolve partnership issues, provide guidance and/or writing grant proposals. Provide leadership and oversight for the management of natural resource projects and programs including the direction, coordination, scheduling, and tracking.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
