Positions located on the Malheur National Forest in John Day, Oregon. Three positions - Forest Supervisor Office, Engineering, Fleet, Minerals. One position - Blue Mountain Ranger District in Natural Resources.
Positions have the responsibility for program and project management within these organizations.

Duties
Coordinates and integrates a number of important and complex unit segments of technical and administrative work.
Formulates, plans, and provides expertise regarding all aspects of operations within the unit and supports its major programs.
Leads in initiatives and task force groups to accomplish programmatic goals involving special projects.
Negotiates with other organizations (regional office, center, or field installation), and key staff in resolution of issues regarding quality assurance, deliverables, timelines, conflicts, etc.
Develops, writes and manages grants for external funding utilizing the Forest Service Natural Resource Manager Information System required to support the program.
Makes recommendations on major decisions and takes actions that have a direct and substantial effect on the unit and programs managed.
Engage in meetings with senior leaders, program managers, and other program specialists to provide pertinent information with regard to specialized programs.
Requirements
- Must be a U.S. Citizen or National.

Qualifications

Specialized Experience Requirement:
For the GS-12: You must have one year specialized experience equivalent to at least the GS-11 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Worked as a specialist, or directly related position with responsibility for analyzing program data and information, preparing management reports, and coordinating a variety of administrative projects; Wrote, prepared, and evaluated formal and informal correspondence and reports; Worked with program managers in carrying out a variety of administrative functions and land management projects; Provided expert analytical and technical advice and recommendations on matters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
