The primary purpose of this position is to serves as a senior program analyst in the Operations Branch executing against a Program of Record for the Office of Regional Surveys and Studies. The ORSS plans, coordinates, and budgets operations and intelligence, acquisition and business affairs and theater integration activities in support of Combatant Commander Unconventional Operational and Intelligence.
Duties
Incumbent serves as an expert intelligence operational specialist who performs analyses of Combatant Command requirements for the purpose of determining the viability of proposed capabilities for achieving military results that cannot be accomplished through conventional approaches, Special Operations, or interagency capabilities. Identifies program and project risks and recommends countermeasures through the Operational Security (OPSEC) Assessment process.
Plans and carries out all assignments, resolving conflicts which arise and interprets existing policy to make technical or operational decisions necessary to process, all-source materials and produce innovative analyses in assigned area(s). Identifies intelligence gaps, specifies collection requirements to fill gaps using complex contracts with unconventional vendors, provides new methodologies and techniques for collection applications to eliminate gaps, and evaluates intelligence collected in response to collection requirements.
Serves as a contracting officer's technical representative (COTR) to assist the contracting officer in the technical development and day-to-day execution of multiple complex contracts with non-traditional vendors performing highly unusual work. As such, furnishes technical instructions to the contractor providing specific details, milestones to be met within the terms of the contract or order, and any other instructions of a technical nature necessary to perform the work specified in the contract or order.
Maintains liaison with high level intelligence professionals at other intelligence agencies and allied countries to provide or obtain information on complex and unique problems and participates as an expert representative of the activity on panels and committees with commitment authority in his/her assigned area(s).

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery of intelligence research or operations concepts governing the broad field of unconventional warfare, terminologies, methodologies, research, and analytical techniques that apply to intelligence activities associated with unconventional warfare and counterterrorism; extensive knowledge of intelligence collection methods and systems, their capabilities and limitations, and appropriate tasking methods to devise novel solutions to unconventional warfare problems; expert knowledge of the culture of traditional concepts of warfare and the complexities involved in the new CONOPS; expert knowledge of contracting process, procedures and precedent approaches. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of worldwide geographical, political, military, and economic issues affecting terrorist groups, operations, and capabilities affecting U.S. national security interests.
2. Knowledge of SOF operations, tactics, techniques, and procedures to support missing planning, rehearsal, and execution; knowledge of national intelligence community organizations, processes, responsibilities, research techniques, and automated computer operations and standard software applications.
3. Knowledge of the full range of principles, concepts, and methodologies for target development, all-source intelligence collection, analysis, evaluation, interpretation, and dissemination of information.
4. Knowledge of unconventional acquisition approaches and precedents, and ability to regularly devise new approaches when precedents do not apply.
5. Skill in preparing documentation and coordinating analytical support efforts to rapidly render knowledgeable and accurate assessments to make decisions and recommendations under time-sensitive conditions.
6. Skilled in verbal and written communications techniques in order to produce finished products, prepare and present briefings, and represent the activity or the Service in meetings and conferences.
CONDITIONS OF EMPLOYMENT CONTINUED:
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
