Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Management and Program Analyst, you will use your knowledge of and experience with Administration for Strategic Preparedness and Response (ASPR) to optimize business results and customer experience by:
Providing technical expert guidance and advice to administrative personnel in subordinate organizations on administrative regulations, policies, processes, and practices.
Collaborating with all resource and financial management staffs to ensure successful execution of mission. Serves as technical expert on budgeting and financial management issues and activities. Determines resources requirements and recommends resource allocations based on priorities and needs.
Ensures current and future year spend plans are maintained and accurate, and execution of annual spending plan and obligations of funds are accurate and timely. Performs in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, cost effectiveness analyses, various returns on investments analyses program trade-offs, and exploring alternative methods of funding.
Coordinates the development of efficient and effective control systems that provide timely action on priority requests; development of channels of communication which provide complete and accurate status of projects; coordinates activities throughout sustainability programs.

WHAT WE ARE LOOKING FOR
Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following:
1. Overseeing a budgetary or financial process using an inventory management system, mathematical, statistical and modeling techniques;
2. Providing program and personnel information or assistance to managers and staff.
3. Developing, managing, and balancing multiple project plans and schedules;
